of the rules. They don't want to penalize the hitter or offensive team in any way for the illegal pitch.

Also, officials have different angles because of different positioning. Requiring two officials is ridiculous because of numbers and positioning. Already, folks try to reduce the number of officials across all sport and yet, they make the rules super complex. Need more officials to call everything "perfect".
